The project aims to create a unified automated control system for water supply and wastewater facilities. This system will provide real-time data acquisition, processing, and visualization. It will enable accurate water flow metering, monitor the status of process equipment, and prevent unauthorized access to sites.

By late 2015, the system managed over 200 water and wastewater facilities, including wells, water intake nodes, pumping stations, treatment plants, and utility infrastructure across the city and New Moscow regions.
Data is transmitted to central control rooms and local operator workstations. Most facilities operate autonomously without on-site personnel.
Communication uses GSM for remote sites, ZigBee/Ethernet for local facilities, and VPN tunnels for connecting control centers to city infrastructure.
The system integrates programmable controllers from ICPDAS, OWEN, and Siemens, along with flow meters, electric drives, and heat meters from various manufacturers.
Key components include:
- Chemical analysis devices
- Local control systems
- Standard Modbus RTU/TCP interfaces
- Custom protocol drivers for non-standard equipment
Controllers are managed via MasterSCADA, Modbus Universal MasterOPC, and other server software.
MasterSCADA was selected after pilot testing multiple SCADA systems due to its reliability, extensive integration capabilities, and strong technical support.
